The horizon, clouds, and waves create a horizontal directionality, which is usually quite restful. However, the oblique line of the faraway smoke, along with the title and song reference, suggests that something terrible has happened.
The tonal and color contrast accents the middle ground/cloud layer, and adds a dynamic quality to the piece. Also, organizing the cool colors along the edges and warm ones in the center creates a sense of space and movement.
The upper third of the painting and the beach in the foreground appear to have been blurred, perhaps to direct focus towards the center. However, it might be more compelling if more detail could be seen in one or both. Even getting rid of the graininess might make this a stronger work.
The low horizon line emphasizes the sky, presumably alluding to the air strike. This also places the focal point in the middle third of the piece.
Nevertheless, cropping off 1/4 of the piece from the top might emphasize the directionality. Of course, then there would be perspective issues to deal with. >.<
Making the foreground larger and closer to the viewer might also make the piece more compelling. Applying this to the topmost clouds might also be an option. Adding stronger crepuscular rays might be interesting visually, but might also suggest “heavenliness” a bit too much.
At first glance, the scene appears to be something beautiful, harmless, and tranquil. However, the smoke rising from the ground, etc., hints that the pretty colors are the ironic heralds of death and destruction.
